Many international powers have once again expressed their interest in the file of human rights violations in Iran. Although this is not a new assertion, as always these sides condemn the implementation of death sentences in Iran, the renovation or more precisely the light shed this way currently on this issue along with other mounting issues such as activating Washington mechanism ” Snape buck “, the return of international sanctions and attempts to pass a draft resolution to extend the embargo imposed on Iran in the field of conventional weapons, it suggests that there are specific goals targeted by those forced by this big attention.
Number of 47 countries condemned human rights violations in Iran before the convention of the United Nations Human Rights Council in Geneva on September 25 , and the German ambassador, speaking on behalf of these countries, which included the countries of the European Union, in addition to Australia, Canada and New Zealand, said: “The reports about documentation of arbitrary arrests, unfair trials, forced confessions, torture and ill-treatment in connection with recent protests is of particular concern.” The Union countries issued a joint statement in this regard.
Earlier, the French Foreign Ministry summoned the Iranian ambassador to Paris, on the 22nd of the same month, to inform him of its concerns on the human rights record in Iran. French Foreign Minister Jean-Yves Le Drian said that “more needs to be done towards the exacerbation of human rights violations in the wake of anti-government protests” in November 2019. ‘
But the most prominent step was taken by the United States of America (US), on the 24th of last month , when it imposed sanctions on the two judges Mahmoud Sadati and Muhammad Sultani, in the first branch of the Revolutionary Court in the city of Shiraz, in addition to the prisons of Adel Abad, Urmia and Wakil Abad, and focused on Sadati and the first branch of the Revolutionary Court specifically for their role in the death sentence issued against athlete Nawed Afkari, and it was executed on the 12th of this month .
It can be said that the keenness of international powers, especially Western countries, to renew their concerns about the human rights file at this particular time is due to two main considerations:
1- A direct message to Iran: The administration of US President Donald Trump sought to send a direct message to Iran that the pending files of dispute are not limited to the nuclear agreement, the regional role and the ballistic missile program, but also include the human rights file. Here, the US administration may try to acquire new pressure cards against Iran before the US elections, within the framework of its policy of maximum pressure towards Tehran, and through which it seeks to push the latter to accept new negotiations to reach an agreement different from the current nuclear agreement the US had withdrawn. US President Donald Trump has previously indicated the possibility of reaching an agreement with Iran if he wins the elections.
Washington may not rule out the possibility of renewed protests inside Iran due to the pressures imposed by the economic crisis in light of the US sanctions, which were reflected in the statements of President Hassan Rouhani on September 13. He said in this regard” revenues from oil exports decreased from 120 billion dollars in 2011 to $ 20 billion last year”, as Washington always tries to send messages in support of the protesters, similar to what happened in the protests in Iran in November 2019.
- balanced Compatibility: Although European countries were keen in the last period on the partial compatibility with Iran in some files reflected by their decision to support the American draft resolution to extend the ban on the latter in the field of conventional weapons and to stress its refusal to activate Washington mechanism ” Snape buck “, they believe that it is necessary to convince Tehran that this concordance is temporary and does not include the entirety of the files that are of special attention for all prties, and depends on specific circumstances that may change afterwards in light of the many reservations that these countries express on Iranian policy in of these files .
In other words, those countries who hasten to adopt positions denouncing human rights violations in Iran at this time reveals they are afraid if the relative agreement with the Iran on the nuclear file would send an encouraging message to proceed its escalatory measures in various files. Undoubtedly, this reveals an important indication; mistrust is still a main feature in relations between Iran and these countries.
Iran rejected the joint statement of the European Union in the Human Rights Council, which it considered “reflects a selective approach and has no basis.” Of course, this situation was expected in the light of usual reactions of Tehran with such procedures. According to Iran, there has always been an international effort, specifically Western, to interfere in its internal affairs, under the theory of ” conspiracy ” adopted by its administration calming some Western powers seek for Undermining the Iranian ruling regime by fueling internal crises .
Nevertheless, Iran may postpone taking any new escalation measures, in the various controversial files, until after the results of the US presidential elections, as it is still seeking for maintaining the relative agreement with European countries on the nuclear file, at least until looking further ahead and see whether US President Donald Trump will be able to renew his presidential term or not .
