‘Management of savagery’ Muslim Brotherhood and Four Arab Strategies

No organization attributing itself to Islam in our time has ever posed a threat to the stability of the Arab geography like the Muslim Brotherhood organization done with its various branches, currents and names, whether those that chose to penetrate the countries of the region through elections or those that chose violence to topple regimes or  even those who assumed the role of the ostensibly peaceful opposition and then sneaked into the state’s functions as employees and officials while belonging to the MB organization (Sleeper cells) and working internally and stealthily to accelerate the collapse of the regimes and systems and to prepare it for what is known as ” management of savagery”.

This concept of “management of savagery” actually was raised in a booklet published by an unknown person under a code name (Abu Bakr Naji) and then the sites and forums of extremist groups adopted this book and dealt with it as a “manifesto” for seizing power through three stages, arranged by the author of the book as follows:

The first stage defined by the author as “thorn of spite and exhaustion”, in which the state’s system is weakened in various ways until it collapses.

The second stage according to the book was dubbed as “Management of Savagery” which means the control of the most powerful organization on the residual armed sectors during the chaos phase of the regime’s fall and to manage all these controlled areas the same way the state is managed.

As for the third and final stage, it is the “empowerment stage” which means empowering the Islamic state. (1)

Here we can wonder about the suspicious resemblance between this concept of “management of savagery” and the concept of “creative chaos” that Condoleezza Rice called for and also requires three stages to achieve democracy, starting with the exhaustion of Arab countries through crises, wars and revolutions, until they collapse, then the stage of managing chaos and then comes the stage of empowering democracy!!

In the face of chaos strategy (Stratégie du chaos) produced by thinking cells and geopolitical studies’ centers that impact the international decisions under the supervision of extremist Lobbies believing in the theory of the clash of civilizations such as the lobby of the neoconservatives, the Arab states adopted four key strategies towards the fanatic organizations with MB affiliations that was used to achieve chaos on the ground with misleading religious slogans:

The strategy of embracing and bullying

It is interesting to realize that the Qatari Brotherhood branch that was established in 1975, dissolved by the Qatari founder, Dr. Jassim Sultan, in 1999 and then the Muslim Brotherhood trend became a part of Qatar’s foreign strategy to expand its power and to achieve the (new Middle East project) which is a scheme dividing the Arab world (by framing the bloody revolutions that are to be exported to the whole Arab world at a later stage.)

After the terrible events of September 11th that took place in 2001, everyone was surprised at the great harmony between Al-Qaeda Organization, the MB-referenced and terrorism- oriented, and the Qatari Al-Jazeera channel. The recordings of the terrorist organization’s leader were broadcasted exclusively on Al-Jazeera that was trusted by the organization’s terrorists and made it the only channel that met them in those circumstances. Al-Jazeera journalist Tayseer Allouni was the first journalist in the world to meet Osama bin Laden after the 2001 terrorist events. Additionally, the well- known Egyptian journalist Yusri Fouda met the terrorists Khaled Sheikh Muhammad and Ramzi bin al-Shibh who had planned that terrorist operation. Fouda himself admitted in his book “In Harm’s way” that he delivered the records of his dialogue with them to the Emir of Qatar personally!

The support of Al-Jazeera channel, with all its branches, continued for the terrorists’ propaganda until the revolutions erupted and the Islamic State in Iraq and Syria (ISIS) emerged along with Al-Nusra Front (Al-Qaeda affiliated organization). Al-Jazeera provided them with its media platforms once again to promote their terrorist agenda by broadcasting “propaganda clips” and reports and dialogues attacking Arab countries and threatening them with great actions. The propaganda included a dialogue presented by Al-Jazeera journalist Ahmed Mansour inside Syria exclusively with Abu Muhammad Al-Julani, Emir of Al-Nusra Front, in his show “Without Borders” where he blatantly ennobled Julani.(2)

Concurrently, Al Jazeera presented programs, dialogues and reports that all supported the Muslim Brotherhood, promoted their concepts and adopted their causes from the ocean to the Gulf, and Qatar, along with other countries belonging to NATO, was a safe haven for their leaders to manage their activities. It supported their Sheikh al-Qaradawi, the instigator of revolutions, terrorism and suicide operations, [3] In establishing the General Brotherhood Commission in 2004 For the hijacking of the authority of Muslims around the world, it was called the “International Union of Muslim Scholars” and it established centers for them to train Arab youth to ignite revolutions and bring down regimes, on top of which the Academy for Change[4] which was run by Al -Qaradawi’s son-in-law Hisham Morsi … It also established channels that support them in both London and Turkey, such as “Al-Sharq channel, Mekamleen channel, Masr ala’an channel, Al-Yarmouk channel, Rabaa channel and Al-Hiwar channel … in addition to many digital newspapers such as ” The New Arab, Huffington Post Arabic, Arabi 21 , The new Gulf , Al-Monitor and Middle East Eye, Arab Jerusalem  … ” and other platforms targeted to Maghrib countries.

Strategy of containment

Some Arab countries such as Jordan and Kuwait followed a policy of containment towards the Muslim Brotherhood movement and avoided direct confrontation with it, but at the same time they were unable to control it for objective structural reasons related to the history and composition of those countries, which caused some failures in controlling it and facilitated its transformation into a pressure group caused various internal crises.

On the other hand, Morocco had another working experience in view of the containment strategy as the Moroccan administration could apply it with the least losses at the political and security levels and was able to find a balance between the policy of softness and the policy of distress, which ensured that matters did not escape into direct confrontation or fall in enabling these groups to be a lobby influencing the state’s decisions. The Justice and Charity Group, which rejected elections and claimed to be peaceful, for example, has been banned from practicing its incitement activities that exploit religion to mobilize the masses in order to drive them out in a revolution against the state. The Unification Movement and the Reform and Justice Party were besieged by uncovering their political dirty games in communal and parliamentary elections , and then placing them accountable of cabinet administration following the wave of revolutions in 2011 when their bullying by foreign powers prevailed, which gradually made them lose their luster and influence in mobilizing public opinion against the state.

It is the same method that has proven effective in a previous experience with the leftists, which has always exploited some grievances and errors to incite public opinion, and as soon as it participated in running the government, it lost its ability to incite the masses. Meanwhile terrorist groups who espoused violence and terrorism were exposed in front of the public opinion through pre-emptive strikes from the Moroccan intelligence that was able to dramatically dismantle their cells and got their members stand trial.

Morocco’s great experience in taming extremist groups since the dawn of independence enabled it to absorb the sympathy of the street towards politically, and this was evident during the wave of 2011 revolutions through its adoption of a strategy of containment that prevented it from resorting to violence, whose cost was very expensive in other Arab countries. The Moroccan administration could thus cut off the interference of the major powers that invest in these groups to achieve their geopolitical interests and then intervene to protect them under the pretext of ” defending freedoms and human rights ” if they are exposed to harassment.

Despite the effective results of containment policy, it left some gaps through which the revolutionary anti-state Muslim Brotherhood thoughts infiltrated and promoted proposals that bequeathed schizophrenia for the public opinion regarding the ideology of the Muslim Brotherhood. We find, for example, that public opinion has abandoned its drive to support the Justice and Development Party after its political populism was put to the test while the luster of the Justice and Charity Group was diminished after it retreated from supporting the revolutionary February Twentieth Movement that came out claiming to defend the rights of citizens. However, there is part of the Moroccan still trust the MB political approach and ideology that mingled with chronic hatred on the state accused by them of secularism and anti-religion policies in addition to other accusations such as “normalization with international Zionism”!

Perhaps the most prominent of these gaps lies in the weakness of framing media and the absence of campaigns of public relations that left the place vacant for these organizations’ attacks launched by their platforms on different sites and social media pages, where propaganda designed to spread despair and nihilism continuously through fabricating dramatic news, dramatizing incidents, babbling and questioning the state’s achievements on the one hand and addressing it as an anti-religion state on the other hand . At the same time, it provides through interview style illusionary models of foreign countries run by the Muslim Brotherhood such as Turkey and Malaysia and comparing it to the Arab regimes.

These platforms were further aggravated by the support and promotion provided by international channels seeking for the revolutions’revival such as Al-Jazeera channel with all its branches, France 24, BBC Arabia, Alaraby al-Gdeed, Arabic 21 , Arab Post Channel, Al-Hiwar Channel, Al-Sharq Channel, Mekamleen Channel, Al-Monitor. Through the crooked combination between the emotions accompany the chronic complain about social and political issues and the distrust in the official religious trend of the state, they could stir up the masses and turned large segments of them, especially in the younger age groups, into groups easy to be of religious extremism and political insurgency and desire to sabotage. They also make them emotionally attached to foreign personalities affiliated to the Muslim Brotherhood by exalting them to replace national symbols.

Armed confrontation strategy

There are Arab countries were forced into armed confrontation after major countries intervened to militarize the revolutions and to arm the Muslim Brotherhood with all its branches, whether those claiming peacefulness or those that pursue terrorism, as happened in Libya and Syria that are witnessing advanced stage of confrontation with the Brotherhood organizations.

It is noteworthy here to underline that there were two main factors brought these countries to armed confrontation. The first is that these countries were totalitarian, leftist and crudely anti-religion, which helped the extremist Brotherhood groups to win the sympathy of the masses who are religious by nature and ignorant of the reality of the ideology of the Muslim Brotherhood, making it easier for them to recruit large-scale of them in armed confrontations, after they had been suppressed by their governments who failed to provide a moderated religious model.

The second factor lies in the rigid structure of those political states that inherited communism and remained calcified with absolute hostility to t the “West”, lifting the communist expired slogans despite the end of the cold war and the collapse of the Communist camp. These states indeed didn’t realize variables and didn’t prioritize the higher interests of the state (raison d’État ), which resulted in chronicle ” Donkchuti” hostility with the NATO countries who recruited the Muslim Brotherhood in the proxy wars, as happened in previous experiences like Russian- Afghani war and Balkan war where they supported them politically, diplomatically and militarily to overthrow the regimes under the pretext of human rights and confronting dictatorship and the face of dictatorship and fanaticism{6} .

Strategy of preventive war

It aims at eradicating terrorism from its intellectual roots and uprooting its organizational cells before they turn into cancer cells that forced those aforementioned countries into an armed confrontation. The UAE chose this strategy to confront Brotherhood extremism, so the confrontation started with banning the Muslim Brotherhood branch in Emirates (7) (The Reform and Social Guidance Association) and its affiliated institutions. The direct war against MB in emirates by imprisoning those insisted on belonging to them and chasing its members across the world to dry up their sources after accusing them of trying to overthrow the regime[8], seizing the circumstantial chaos of the revolutions in the Arab world. Then, the Emirati authorities, closed their websites, banned their channels and platforms, chased them across the world for two reasons; the first is to protect itself from the charge of financing terrorism, which has been exploited by hostile parties in the USA and Europe against countries targeting the division of and chaos promulgation inside the Arab countries. We have seen how some lobbies Inside the USA fabricated charges against Saudi Arabia of financing terrorism, for example, through draft sanctions laws that were presented to Congress, such as the “JASTA Law.” [9]. It seems that the UAE has avoided falling into this trip long time ago by proactive steps such as freezing the work of the Muslim Brotherhood Reform Association in 1994 Upon receiving a complaint from Egypt against it after discovering that members of the association were involved in financing terrorists belonging to the Jihad Group in Egypt.

As for the second reason that made the UAE chase the group outside its borders, it is the desire to weaken the group so that it can’t continue to threaten it from abroad and to incite its people through media outlets funded by opposing parties and organizations that clothe with human rights mask. It is the same strategy that Saudi Arabia recently became aware of after it was accused of financing terrorism (Jasta law) based on the involvement of some Saudi citizens in terrorist operations, they were members of the Muslim Brotherhood or influenced by the Al-Suroori movement (Al-Sahwa Stream) who claimed affiliation to Salafi but in fact it belongs to the Muslim Brotherhood and purely founded by one of the MB leaders in Syria named Mohammed Sorour[10] He fled to Saudi Arabia and established his current there, with preachers such as Safar Al-Hawali, Salman Al-Awda, and Nasser Al -Omar … and was influenced by many advocacy figures such as Al-Arifi, Ayed Al-Qarni and Awad Al-Qarni … They were known for their extremist rhetoric at times and intellectual revisions at other times in which they alleged repudiating extremism while continuing to support revolutions ! Most of their famous preachers are today in Saudi prisons, after their complicity was proven [11] with Qatar in preparation for triggering revolutions in the Gulf, especially in Saudi Arabia and this is one of the principle reasons behind the Saudi UAE- Qatari conflict where the issue of Muslim Brotherhood is on top of the list of reconciliations conditions.

Although the UAE anti-MB strategy has proven effective in dwarfing the role of the Brotherhood across the world, it has put it in a direct existential confrontation with the countries that support the Muslim Brotherhood, which resulted in its involvement in a massive Turkish, Qatari and Iranian propaganda campaign supported by the US neoconservative lobby and its affiliated media networks. This anti-UAE Campaign led by those MB supporting countries targeting entrenchment of a “conspiracy theory” in the Arab minds accusing the UAE of  being behind the agony of the vulnerable people in the world.

Conclusion

Undoubtedly, the Muslim brotherhood today is living its worst historical stage since the change of the helm of government in the USA following the arrival of Donald Trump in 2017 as he decided to stop the unlimited support of the pro-Muslim Brotherhood countries (Qatar, Turkey, Iran) that was provided during Obama era. The US alliance with the Arab forces that faced the Muslim Brotherhood has enabled the acceleration of practical measures that could stop the destructive support organization and deter the regional powers that stand behind them without being forced to confront the largest country in the world who was until recently using the Muslim Brotherhood to achieve chaos in preparation for the division of the Arab countries.

Four years of Trump’s rule was an opportunity for the Arabs to stop the spread of the cancer of the chaos of the “Brotherhood revolutions” that were almost swooping over the Arab region. Although the Muslim Brotherhood has lost politically in this stage, they continued to maintain part of a special public sympathy in the Arab world, which was not able to face their hostile propaganda by the restoration of the grieve image and exploiting the emotions of the masses who do not have the tools to verify the news and to fact check the rumors published intensively through their channels and social media platforms.

If Trump is managed to win the US presidential elections, the Arabs will have a chance again to stabilize the region and protect what they could preserve geopolitically and four more years will be ahead as a chance to re – evaluate the information and communication strategy and tools upon to get it more dynamic and able to adapt to confronting disinformation campaigns that are developing day by day in means and methods. They should rely on the big data technology used by the MB platforms before to understand the behavior of the masses and to affect the Arab public opinion to get it suffer from self-hatred syndrome currently more than ever in away made them a submissive tool in the hands of extremist groups and terrorists.

On the other side, if Biden wins the US presidential elections, the task of achieving the aforementioned balance will be more difficult for the Arab countries who escaped the first destructive revolutions. They will find themselves in confrontation with the foreign powers who will try to revive the revolutions in a wave called by the Muslim Brotherhood as the “second spring”. This requires the Arab countries that are in wars against the Muslim Brotherhood to be in harmonic cooperation using the two strategies namely Containment Strategy and Preemptive War Strategy as soon as possible before the upcoming US elections, so that its efforts won’t be incompatible and rather immune to the vagaries of US politics.
